Patrol Procedures and Field Contacts
1. PURPOSE
Patrol deputies provide the first line of service. They respond to calls, conduct proactive patrol, perform traffic enforcement, complete reports, and preserve public safety.
2. PATROL READINESS
Before going 10-8, deputies shall:
A. Wear authorized uniform.
B. Use approved patrol vehicle.
C. Check radio channel and Discord clock-in.
D. Confirm equipment loadout.
E. Know assigned patrol area.
F. Review active BOLOs and briefing information.
3. TRAFFIC STOPS
A deputy initiating a traffic stop shall announce:
A. Unit number.
B. Location.
C. Vehicle description.
D. License plate.
E. Occupant count if known.
F. Reasonable reason for stop when requested by dispatch/supervisor.
Example: "Dispatch, 21-David-14, 909 on a black 2020 FPIU, plate 1643224, occupied two, eastbound Carson at Main."
4. TRAFFIC STOP SAFETY
Deputies should:
A. Position patrol vehicle safely.
B. Use emergency lighting.
C. Watch hands and occupants.
D. Avoid standing between vehicles.
E. Request backup when needed.
F. Maintain professional communication.
5. PEDESTRIAN / SUSPICIOUS PERSON CONTACTS
Deputies must have a roleplay-valid reason for detention. Suspicious person contacts shall be based on behavior, location, witness report, matching suspect description, or other articulable facts.
6. CONSENSUAL CONTACTS
A consensual contact does not require suspicion. However, the person must be free to leave unless detained.
7. DETENTIONS
A detention requires reasonable suspicion. Deputies shall explain the reason when safe and shall not prolong detention without investigative purpose.
8. FELONY / HIGH-RISK VEHICLE STOPS
Required for violent felony suspects, armed suspects, pursuit terminations, stolen vehicles with risk indicators, or wanted subjects.
Deputies shall:
A. Wait for backup when possible.
B. Use cover.
C. Give clear commands.
D. Remove occupants one at a time.
E. Handcuff and search safely.
F. Maintain crossfire discipline.
9. BACKUP PROCEDURES
Backup should be requested for:
A. Felony stops.
B. Domestic violence.
C. Weapons calls.
D. Multiple suspects.
E. Combative suspects.
F. Pursuits.
G. High-crime area stops.
H. K9 deployments.
10. AIR SUPPORT REQUESTS
Air support may be requested for pursuits, large area searches, missing persons, barricades, or dangerous suspects. Ground units shall not rely on air support as an excuse to drive recklessly.
11. K9 DEPLOYMENT
K9 may be requested for:
A. Suspect searches.
B. Building searches.
C. Evidence searches.
D. High-risk apprehension.
E. Explosive detection.
K9 warnings should be given when practical before deployment.
12. ROADBLOCKS
Roadblocks require supervisor approval unless immediate emergency conditions exist. They shall not be placed where they create unreasonable risk to civilians.
